There are buses, though I think the train is more comfortable. The station is a couple of ks from the centre of town but it should be easy to get a seat and it will not cost much. The station in Hue is quite close to the centre.

Hi.
I have been doing my research on getting from Dong Hoi to Hue but I have not be able to to get anything. Can someone please shed some light on this?

Did you try here: http://www.travelfish.org/transport/vietnam/north_central_vietnam/quang_binh/dong_hoi/all?
If you go the train route, looks like there are 6 trains a day but 3 are in the middle of the night - best times are 08:01 and 15:55 (these times are from Seat61 so it might have changed very slightly). It takes around 3 hours.
