Hi there!
We will be arriving in Chau Doc from Phnom Penh by boat. My lonely planet guide says I should take care of exchanging money before I arrive as there is no place to get cash advances in Chau Doc...
in your experiencie, what would be the best way to get dongs when arriving this way? is there a place where we can exchange usd?

I am 90% sure that I went and got cash out of an ATM in Chau Doc in 2009. I couldn't tell you exactly where the ATM I found was, but I have a feeling it was near the main central square. Make sure you arrive with some USD anyway. I don't know where the LP suggests changing money into Dong as I didn't think you could get Dong in Phnom Penh. Although I recall there being money exchange ladies at the border point.

For safety, you should go to exchange your money at banks in Chau Doc. If you are not afraid of misunderstanding, you can go to any juwelry stories to exchange your money.
