For Foreigners cycling (in particular) or moto-cycling into Cua Dai Beach from Hoi An can be caught in a money making scam involving a parking lot, a man in a brown 'uniform' and a whistle - just before the SEA and SANDS Hotel.
All wheeled Foreigners travelling over the bridge leading to Cua Dai Beach are subject to this character who hides in a house front and rushes out, blowing a whistle and waving a very worn baton.
He directs Foreigners (only) to park in the paid parking lot.
HE HAS NO OFFICIAL STANDING = he lacks an ID card that police wear.
He is also very camera shy - every time I started taking pictures he would go and hide in a restaurant.
If you encounter him either travel on ignoring him or, if stopped, say you are staying at the Victoria Hotel.
