Banyan Bar on An Bang beach is a surfy beach bar/restaurant serving incredibly good French cuisine and probably is the best match - they also hire out surf and paddle boards and the Frenchies that run it are surfers themselves, in town the Bamboo Buddha on An Hoi is a slightly more expensive French dining option, Soul kitchen (An Bang beach) serves French bistro style foods, head to Da Nang and there is la Bambino an excellent French gourmet restaurant.

You're out of luck, try Hanoi or Luang Prabang (Laos is very very French!)
