This is a very recently implemented border crossing for foreigners - locals have used it for eternity.
Given that the staff are new expect snafus, overbearing officialdom, detailed baggage checks, etc. NOTE that hours are about 07.30H through 17.00 - plus lengthy lunch breaks.
I also recommend you buy your Cambodian visa either on-line or through consulate in HCMC - the less hassles to deal with at the border.
There are buses HCMC >> Xa Mat OR you can catch a bus to Tay Ninh and onward to Tan Bien with a USD$1.00 trip to the border 15 kilometres distant. Journey time 4 - 5 hours.
