I'm looking for weather information for Con Dao Island in November. Is it rainy season or can we expect sunny days? Thank you.

You'll see some Vietnam weather charts here. By November the worst of the wet should have passed.

It should be OK.
Transportation should be of interest to you, though.
VASCO has flights out there (about 90 minutes) - usually from Vung Tau and there is also a weekly ferry service and occasional VN navy boats (24 hours) that like to make a little money on the side by taking passengers from Vung Tau to this former French and American 'Guantanamo Bay' prison camp island.
There are a range of hotels, great sea food and beaches, diving possibilities and even a dive school.
An ATM has even sprouted up there, so you will feel at home.
