Hi TF'ers...
Below is my itinerary for Vietnam next March (also doing Laos & Cambodia).
I am flying Vietnam internally (HCM - Da Nang - Hanoi economy).
I can book HCM - Da Nang flight online with Pacific Airlines (AU$45).
Can I easily book Hue - Hanoi flight whilst at HCM or Hoi An with Vietnam Airlines, and how much?
Also - I know I'm on the tourist trail - but whats the itinerary look like?
Night 0 - Land HCM
Day 1-2 HCM
Day 3 Fly HCM - Da Nang (then taxi/bus to Hoi An)
Day 4-7 Hoi An
Day 8 Hoi An - Da Nang - Hue (taxi/bus to Da Nang, then train to Hue)
Day 9 Hue
Day 10 Fly Hue - Hanoi
Day 11-12 Hanoi
Day 13-14 Halong Bay (overnight)
Day 15 Hanoi
Day 16 Fly Hanoi - Luang Prabang

Seems feasible but you are tight on HCMC time and you are missing Da Lat or Mui Ne.
QUESTION: Why are you taking the train to Hue. There are two daily bus runs on SINH between Hoi An and Hue - one at 08.00H and the other at 13.00H - cost VND30,000.
It takes half-a-day to 'do' Hue using the CITY TOUR tour bus (AVOID the Trekking Travel one - old bus, lousy tour).
You might consider taking the SOFT-SLEEPER TRAIN from Hue to Ha Noi (leaves in afternoon and arrives early next morning in Ha Noi). You get to see some VN scenery and you save on the hotel.
Hue's airport is a USD$7.50 / 20 kilometre trip out of town heading south.
A nice standard hotel in Hue in the NGUYEN TRI PHUONG HOTEL (search this site or repost).
For Ha Long Bay I always recommend either Emeraude < http://www.emeraude-cruises.com/ > (for party animals) or < www.Tropical-Sails.com > for romantic cruises on a smaller boat.
In Hoi An you need a pool as the water is polluted with sewage.
