When we were in Hanoi, we stayed in Elizabeth Hotel. The front desk told use there are 2 different cruise tours to Halong Bay: Standard ($79) and Deluxe ($163). We were told that Deluxe would be much better than Standard: Deluxe room, free drinking and special dinner. Actually it turned out no matter how much you pay you simply go same boat. We really hate being cheated. It ruined our whole tour!
So DO NOT GO TO Elizabeth Hotel.
After Halong cruise, we had dinner at Culi Café. The food there is really authentic Australian food. We spoke to the owner of Culi café about our cruise tour. The owner called local agent and help us get some money back. So if you can, please go to culi café for hotel and cruise.

People should remember to separate their hotel from travel plans - the worst tour operators pay the highest commission to their resellers/agents.
At USD$163 you paid very high.

The Lucky Eden/Love Planet; Ha Noi Blue Sky and many, many others are equally bad.
