Exploring the Oriental Culture from Middle to North? Advisable Budget & Time?

We’re five, young travelers from Spain. We'd like advices of how to allocate the time and budget for our journey to explore the Oriental Culture from Middle to North Vietnam
We’re thinking about staying around 2 nites in Hue on arrival (Dec.30) and intend to spend our time until (Dec.31) to celebrate New Year for 1st in Vietnam, then continuing to go Hanoi for more or less 7-8 days (Jan.2-Jan.10) to do treks in Sapa or go somewhere else ( Jan.2-Jan 6) and Halong ( Jan.7 – Jan.10)
We are seeking your advices about:
(i) A hotel in the city center of Hue with a budget of $40? We’ve read good reviews for Festival Hue, Victory Hue, New Star …they are within our sort but you may have better choices??? Has anyone ever experienced to hiring motorbikes to ride around the city? Is this safe? Budget/per hour??? Any views about Hue Citadel, Tomb of Minh Mang, Redeemer Church, Phu Cam Main Cathedral, Nam giao Esplanade, Hue Royal Musical could share??
(ii) How long does it take for the bus ride from Hue to Hanoi? There a lot good reviews about mini hotels in old quarter in Hanoi so we might as well take a hint from you here, one that is within the $ 40 rate?? Any advices about some places in old quarter Hanoi we can try live jazz and traditional cuisine and wine there?
(iii) How long is the trip to Sapa? What is the best way to get there, a train or a bus? Is it foggy and cold with occasional snowfalls (Jan.2-Jan.6???) Where can we stay for $ 40 budget per day? Any experiences about overnight in hill tribe home stay?? Has someone ever tried the traditional herbal bathing method of local peoples to keep good heath during the bloody winter there? Plz plz tell us.
(iv) I read so much good reviews lately on Phoenix. I also read about good reviews on Indochina Sails, Bhaya (pricey), Paradise, Columbus…..etc. Good value of money and good quality. So it’s really hard for us to take the decision which one for taking a cruise 3 days 2 nites around Halong ( Jan.7-Jan.10)? Any suggestions?? Our expectation is to see by our own eyes some famous islands, grottos, islets and local peoples lives who are living in fishing floating houses and their marine aquaculture? But we might think about the reasonable prices.
(v) Should we ask the travel agency to help us? Or we can do these things by ourselves.
