I've heard that there is going to be an APEC summit in Hanoi in late Oct or early Nov. Does anyone know if (or know how to find out if) the Hanoi airport will still be in operation? I'm planning on flying Vientiane - Hue, so I'd need to stop-over in Hanoi.
Any info is appreciated!

As far as I know it will still be open.
However visas across that period have been tightened up -- for a while there was a total ban, but it has since been eased somewhat, initially they were saying you had to be on a tour group to get one, but it may have been eased again -- you may want to check with the Vietnamese Embassy to get the details.
