7 hour layover in Hanoi. Can I leave the airport and come back with out obtaining a Visa?

I seriously doubt it. I don't know anyplace you can do that.

Madmac is right, but there are a few places in the world where this is possible! Korea for one - they have in-transit tours that take you off for hours at a time without actually passing Immigration.
