Any travel agent in Hanoi can help you out with that -- it's a very popular day trip from Hanoi. You can also do it yourself by heading to Ninh Binh and doing it freestyle.
I wouldn't agree with dbp's comment (or rather his friend's comment) -- the pagoda is really worth a look -- it's about two hours from Hanoi, and if you take a tour (the most common way to visit it from Hanoi) it's easy as pie.
A quick Google search found me these pics from a travel blog, which (while a tad blurry) pretty much sum up what the pagoda is like...(you'll need to scroll down past the beer-drinking pics to reach the pagoda!
Just a note on my earlier message, you can visit Hoa Lu and Tam Coc from Ninh Binh, but Perfume Pagoda is better seen from Hanoi...sorry for any confusion!

My friends was been there. Perfume Pagoda is nothing. This name in Viet Nam songs along time ago. It is difficult to get there.
