I've been in Can Tho a few times recently (I live in Hanoi) and I stumbled upon "Beauty Salon Paul: for women and men" 1 block in from the waterfront in Can Tho.
The salon is a small store front run by a nice woman who speaks excellent English. She and her assistant do haircuts, nails, and foot massage for great prices. The place is clean and not at all seedy. Hours: 8 a.m. to 8 p.m.
