Opps I deleted the wrong double post - sorry about that! In answer to your question, yes both Vietnam Airlines and Lao Airlines fly Hanoi to Luang Prabang. Lao Airlines is the cheaper of the two.

I can give you for the fares (valid in June 2007)
To be more precise, to fly from Luang Prabang to Hanoi, Vietnam airlines charges 213 USD for one way ticket and Laos airlines charges 163 USD.
Curiously, if you buy your ticket through a travel agency in Luang Prabang flying with Laos Airlines, the ticket is cheaper... (150 USD)
I guess the fares are similar from Hanoi to Luang Prabang
