It is indeed good to do it in sihanoukville as I remember from 1,5 years ago that the vietnamese consulate is there. I did it in Phnom Penh and so took me an extra day as it has to backtrack to Sihanoukville.
Yes it's very easy at the Vietnamese consulate in Sihanoukville,a single entry 30 day tourist visa costs 45USD and it takes about 10 minutes to be issued,unless there's a queue.A 3 month multiple entry visa is 90USD.

I read somewhere that you can actually get a visa for vietnam in Sihanoukville. Is this right? How much is it and how long will it take?
