Absolutely. Hundreds of foreigners cross there daily and Laos 30-day visa on arrival is readily available. Best to pay in US dollars as they charge considerably more if in Thai baht. Bring a passport-size photo.
Make sure you have a photo and some US$ - exact amount, it is cheaper than paying in baht. Price varies according to country.
I'd also suggest withdrawing Thai baht at an ATM in Thailand, and changing it to kip in Laos, the withdrawal limits at ATM's in Laos are quite low, hence more withdrawals and fees.
