If you're planning on using the Tay Trang border crossing between northern Laos and Dien Bien Phu in Vietnam, we've just heard on the grapevine that ferries are refusing to cross the Nam Wa river near Muang Khua due to swollen rivers.
This means it is impossible (at the moment) to get from Muang Khua to the border. The border remains open apparently, but if you're planning on approaching from the Lao side in the next day or two, you may want to slow down and hang out in Luang Prabang for a couple more days.
