Don't know about cost as it will more than likely have gone up since I got my Vietnam visa in Phnom Penh 5 years ago (for reference I paid $25) but you will definitely be able to get a visa there.
I dropped my passport off with a travel agent one evening and had it back, complete with visa, the next evening.
It covers entry by any border crossing - you just have to specify the date you wish to enter.
Hope this helps!

My understanding is yes, you can get your VN visa in Phnom Penh.
Go look at Travelfish here for others' views and an earlier post here and an even earlier post here .
The Travelfish 'travel guide' for Phnom penh shows a google map at the base of the page. On the right hand side, scroll down to Vietnamese embassy, click on it, and it'll show you on the map where the embassy is located.
To look, go here
Cheers

Don't bother getting it in Spain -- get it in Phnom Penh -- price varies a little depending on how fast you want it, but I think same day service is around the US$35 mark -- if you need an exact number, say so (I'm assuming you are Spanish) and I'll chase it up with our woman on the ground in PP.

The vietnam visa in PP takes 2 days usually but if you're planning on visiting Sihanoukville the consulate there issue them in less than half hour for $35

Vietnamese Embassy in Phnom Phen seems to one of the best places to get a VN Visa. Went in about a month ago and was quoted:
1 month single entry USD35.00
3 month single entry USD70.00
3 month multiple entry USD90.00
All pick up same day if get in early enough.
Sihanoukville - 1 month single entry USD40.00 but you get back in about 15 minutes.
Vientianne, Laos..1 month single entry USD45.00 two days to process and USD50.00 for next day.
