Yes, you can, but you're tempting fate and breaking the law. Thailand is not a country where you want to be caught smoking dope, popping pills or chopping up lines. People are caught regularly, sometimes through bad luck and sometimes through tip-offs. Sometimes they are able to pay their way out of it, other times they get locked up. You do not want to be incarcerated in Thailand.
Travellers on Ko Pha Ngan and Ko Tao in particular seem to assume the authorities will turn a blind eye to drug use, but this is not the case. Full moon parties are notorious for attracting undercover police. Running around trying to buy grass, acid or ecstasy off complete strangers at 2am on a beach is one of the stupidest things one can try. People continue to do it, and continue to be arrested.
If you do try to tempt fate, be aware that although drugs are generally cheaper than in the west, quality and dosage vary tremendously. Methamphetamines are often passed off as ecstasy, speed is passed off as cocaine, and so on. We have heard direct reports of sudden deaths of travellers at full moon parties.
If you buy drugs, do not travel with them as the penalties when you are caught will be even higher.
