Once the most popular beach in Sihanoukville and home to loads of budget, barang-oriented spots to stay and eat, Victory is losing out nowadays to Ochheuteal.

Most of the budget guesthouses are up on Weather Station Hill, a 10-minute walk from the water. The hill is a bit of a hole, with some really crappy places to stay squished between drab and largely depressing bars playing Ali-G and filled with crusty old guys.

Imagine a cross between Pak Beng in Laos and Thailand’s Khao San Road with none of their good features. If you really must stay near the hill, go for one of the places on the slope down to the beach. Or better still, spend the extra and go stay on Ochheuteal.
