For a hotel in such a small town, BK Guesthouse is a surprisingly clean and pleasant choice.

Set amid a lovely garden of flowers and starfruit, the rooms come with either fan or air-con, but the air-con can be a blessing on the days when Paksan really heats up, which it seems to do even in the cooler months. Beds and furniture in rooms are made of rattan and the sheets are pure white and clean. The hot water bathrooms are small, but they're also very clean. Overall, this is a great little budget guesthouse with an owner who can speak good English. Best in town on a budget.
