I’ll be in Phnom Penh in late February and from there will be travelling to other parts of Cambodia. Do I need to book transport like buses etc ahead of time or would I be able to book short notice there?

Yes always a good idea to but you can take pot luck if not to fussed about having to wait. I would definitely do so in PP simply because there is no central bus station so the option of using a different company may not exist if your first choice is full depending where you want to get to
