I don't know about an overnight bus but the daytime bus from nam tha used to mean a change at oudomsay, where the bus to nong khiaw leaves early so a minibus was needed.
The scenery Os stunning around nong khiaw, cycle out a couple of miles to the caves used by the Pathet Lao, or walk along the river gorge. But if you want to see minority ethnic groups I suggest you are better off heading north from Namtha toward the Chinese border. Muang sing market, early, may allow you to see ethnic clothing being worn. The villages around there are interesting but the scenery is not as spectacular as at Nong khiaw.
