Hi donsdancing,

I just did this trip and will write it up for Travelfish soon. In the meantime: yes it is still possible to go by boat but the journey involves a combination of boat + transport around the dams.

Nong Kiaow to Muang Khua is 1 day. Departs at 10:30, costs 150,000 kip per person (surcharge applies if there's not enough people) and it includes boat to dam, tuk tuk around dam, and boat to Muang Khua. You overnight in Muang Khua. On day two, in the morning you have to take local bus (songthaew) up past the dam, then boat to Hat Sa. Local bus waits for boat to arrive and it's a 1.5hr bus to Phongsali town.

It's still a great trip albeit now a more tedious one with the land transfers.
