For beaches Langkawi has it all over Penang. Both are not great for snorkelling off the beach but Langkawi has the better snorkelling daytrips. Both are good for walking. You can find peaceful spots both islands but overall Langkawi is more laid back.
Knockout punch - LanGkawi is DUTY FREE.

If thats are you options, then Langkawi is the correct place. Some snorkeling sites are just few minutes of the islands by boats. Many nice deserted beaches along on langkawi too. Laid back, peaceful, though you need to rent a car to drive since Langkawi is quite abig island. Places are sometime scattered at some distance.

Beaches & snorkeling --- Langkawi wins hands-down.
History, food, street-life -- Penang.

Langkawi will definitely be a better choice then Penang. It's more laid back, peaceful & duty free island. A MUST drop by place would be Pantai Cenang, cable car ride & Pulau Dayang Bunting (very big fresh water pond). Car rental is also reasonable, can get as low as RM80 per day.
Best of try!

It really depends on what you want. Penang will have more of a nightlife than Langkawi, also if you're looking to do some shopping and see more cultural things, Penang is the better choice.
