You'll need to apply for a visa from your local singaporean embassy or high commission, same as you would for anywhere else. Details are on ica.gov.SG or mfa.gov.sg.

(There is a second approach that allows you to apply online, but that requires you to have a local contact who is a singaporean citizen or permanent resident who will help you apply, so I'm assuming doesn't apply to you).

There are no real issues you need to be careful about in Singapore (it's incredibly safe, and very clean, although expensive). Penalties for breaking the law can be severe, especially around drugs, so don't risk it.
